Driver's license or ID card variances
A variance may allow you to apply for a Minnesota license or ID without needing to provide the documents we normally require. A variance can only be used for a standard or REAL ID-compliant card, it cannot be used for enhanced cards.
Apply online, by mail or in person at any exam station
Online: When you apply for a variance online, you will be asked to provide your Minnesota driver's license or ID number and upload supporting documents. You will be prompted to pay the $10 fee online.
By mail or in person: If you are applying by mail or in person, complete the variance application appropriate for your situation (see below) and include any supporting documents you have. Pay the $10 fee by check or money order.

How to apply
- Complete the application that applies to your situation.
- Pay the non-refundable $10 fee.
- Provide as much documentation as you can.
- The first response for a variance is often a denial letter.
- Upload any documents requested from the denial or submit any alternate proof you can provide.
- You will receive another letter after you upload the requested documents.
- Review the letter to see what type of card (standard or REAL ID) you are approved for.
- The approval letter will give next steps to finalize the process and get your new card.
Types of variances
Homebound photo variance
Homebound status is when you are unable to visit an office in person due to a medical, physical, mental health condition or infirmity. Available for standard ID cards only.
A mail-in application will be sent to you once your variance is approved. You will need to sign your application in front of a notary.
- You must prove eligibility (see page 2 of the application).
- Provide copies of identity documents if needed.
- If you have a Minnesota card that is valid or expired less than 5 years ago, you do not need to provide more identification.
- Your power of attorney can help you apply.
- After you submit the initial application, we may ask for additional documentation and will give you next steps.
Missing document variance
You may need this variance if you are missing a name change proof or a proof of identity document. Available for standard or REAL ID-compliant licenses and ID cards.
- Provide copies of any proof documents you do have.
- You may receive a denial letter asking for more additional proof documents.
- Follow the instructions in the letter to provide any additional proof you can find.
No photo variance
Apply for this variance if you have a religious objection to displaying an image of yourself on your driver's license or ID card. Available for standard driver's license and ID cards.
- Give us a recent fingerprint card or record-only photo.
- Send in copies of two proofs of identity.
- Once your variance is approved, we will send you a letter asking you to come in and apply for a driver's license or ID card.
- You will need to bring your paper identity documents. We cannot accept copies shown on a digital device like a smartphone or tablet.
