ARMER Funding Task Force
About the task force
The Task Force to Establish a Statewide Network Funding for Public Safety Radio Communications Infrastructure, also known as the ARMER Funding Task Force, was created during the 2026 legislative session to review the Allied Radio Matrix for Emergency Response (ARMER) and related public safety radio communications infrastructure.
The task force will make recommendations on transitioning to statewide, state-funded ARMER network infrastructure, identify funding options to maintain and update ARMER infrastructure and equipment, and recommend statewide interoperability standards and performance metrics.
It will also clarify the roles of the Minnesota Department of Public Safety (DPS), Minnesota Department of Transportation Office of State Radio and the Statewide Emergency Communications Board and make recommendations to the Legislature on long-term funding and governance for Minnesota’s public safety radio communications system.
Why this matters
Public safety radio communications are essential to emergency response in Minnesota. Law enforcement, fire service, emergency medical services, emergency management and other public safety partners rely on ARMER to communicate during daily operations, large-scale emergencies and disasters.

The Task Force to Establish Network Funding for Public Safety Radio Communications Infrastructure works to:
- Review ARMER and related public safety radio communications infrastructure.
- Make recommendations on transitioning to statewide, state-funded ARMER network infrastructure.
- Identify funding options to maintain and update equipment and systems.
- Recommend statewide interoperability standards and performance metrics.
- Clarify the roles of DPS, the Minnesota Department of Transportation Office of Strate Radio and the Statewide Emergency Communications Board.
- Make recommendations to the Legislature on long-term funding, governance and sustainability for Minnesota’s public safety radio communications system.
